Compulsory EducationCompulsory schooling requirements are set by states and territories. In general, children must attend school from around age 6 until at least age 16, with education, training or employment participation requirements often continuing to age 17.
School StructureSchool education normally includes Foundation or Kindergarten/Preparatory year followed by Years 1-12. Primary education usually covers Foundation to Year 6 or 7, lower secondary covers Years 7 or 8 to 10, and senior secondary covers Years 11-12. Exact naming and transition points vary by state and territory.
Academic YearThe school year usually runs from late January or early February to mid-December and is divided into four terms. Term dates and holidays are determined separately by each state and territory education authority.
Main ExamsNAPLAN is the national literacy and numeracy assessment for Years 3, 5, 7 and 9. Senior secondary certification and external assessment are managed by states and territories, including qualifications such as the HSC, VCE, QCE, SACE, WACE, TCE, NTCET and ACT Senior Secondary Certificate. University entry commonly uses the Australian Tertiary Admission Rank, calculated through state and territory admissions systems.
Higher EducationHigher education is delivered by universities and other registered higher education providers. The Australian Government has national policy and funding responsibilities, while TEQSA regulates provider registration and quality standards. Qualifications align with the Australian Qualifications Framework.
Vocational EducationVocational education and training is delivered through TAFE institutes, registered training organisations and some schools and universities. VET qualifications are part of the Australian Qualifications Framework and focus on industry skills, apprenticeships, traineeships and technical pathways.
Digital EducationDigital education is supported through national online systems such as the Australian Curriculum website, NAPLAN Online, My School reporting and Education Services Australia platforms. States and territories also operate their own digital learning environments, student portals and school administration systems.
GovernanceAustralia has a federal education system. The Australian Government leads national policy, funding programs, higher education, international education and national data coordination, while states and territories are responsible for school operation, compulsory schooling laws, school calendars, staffing and senior secondary certification. National coordination occurs through education ministers and bodies such as ACARA, TEQSA and the Australian Skills Quality Authority.
International Student NoteAustralia is a major international education destination. International students should monitor visa settings, CRICOS registration, provider quality regulation, English-language requirements, tuition rules and post-study work policy.

Education System Pathway

Australia has a 13-year school sequence from the first year before Year 1 through Year 12. Level names and school starting rules vary by state and territory.

Typical Route from Preschool to Tertiary Education

The pathway shows common national reporting levels. State and territory rules set local calendars, school entry dates, senior certificates, and delivery arrangements.

Preschool / kindergarten program
Ages 4–5
350,491 children aged 4 or 5 were enrolled in a preschool program in 2025. Preschool is reported separately from school education.
First year of school
Around age 5
Known as Foundation, Prep, Kindergarten, Reception, or Transition depending on the state or territory.
Primary education
Foundation–Year 6
Usually covers the first seven school years. Compulsory attendance normally starts by age 6.
Secondary education
Years 7–10
NAPLAN is administered in Years 7 and 9. Year 10 is a transition point for senior secondary, VET, apprenticeships, or other approved participation routes.
Senior secondary
Years 11–12
Each state and territory awards its own senior secondary certificate. ATAR is used as one university admission route.
Post-school routes
VET and higher education
VET includes certificates, diplomas, and training packages. Higher education includes bachelor’s, postgraduate, and research degrees.

The pathway is a national summary. It does not replace state or territory attendance laws, school calendars, senior certificate rules, or provider admission rules.

Governance and Responsibility Map

Australia’s education responsibilities are shared across the Commonwealth, states and territories, regulators, statistical agencies, and approved providers.

Australian Government Department of Education

Administers Commonwealth education policy, school funding arrangements, higher education policy, international education data, and national program reporting.

State and territory education authorities

Operate government schools, register or regulate schooling providers, set school calendars, and manage many local rules for attendance, curriculum delivery, and senior secondary certification.

ACARA

Maintains the Australian Curriculum, manages national assessment reporting including NAPLAN, and publishes national schooling reports and My School data.

ABS

Publishes official national statistics for schools and preschool education, including student counts, school counts, staff counts, ratios, and preschool program participation.

TEQSA and higher education providers

TEQSA regulates higher education providers. Universities and other approved providers report higher education student data through national collections.

VET regulators and NCVER

VET delivery is regulated through national and state systems. NCVER reports nationally recognised training, government-funded VET, providers, qualifications, and subjects.

School Students by Affiliation

Share of enrolled school students by school affiliation, Australia, 2025.

Government: 62.8%
Catholic: 20.0%

Data Interpretation Notes

Australia’s national education statistics are reliable for national reporting, but the system contains state, territory, provider, and collection-level differences.

National totals do not remove local variation

State and territory authorities set many operational rules for school calendars, attendance, senior secondary certification, and government school delivery.

School and post-school counts are separate

School students, higher education students, VET students, and international student enrolments come from different systems and should not be merged without a defined method.

Finance data uses a fiscal-year basis

School finance values are reported for 2023–24, while school students and staff are reported for 2025. Direct year-to-year comparisons require matching periods.

Assessment data has its own scale

NAPLAN reports literacy and numeracy results using assessment scales and proficiency standards. It is not a direct measure of funding, staffing, or curriculum coverage.

VET participation counts require care

VET data includes qualifications and stand-alone subjects. Some learners appear in short training activity rather than full qualification programs.

International student data is time-stamped

The May 2026 international education figures are year-to-date monthly values, not full calendar-year totals.

Sources and Methodology

UAC — ATAR

Used for the explanation that ATAR is a university admission rank and is calculated within state-based admission systems.

Services Australia — School Years

Used for plain-language school-year structure, including the 13-year school sequence and primary, secondary, and senior secondary stages.

Values are shown in the unit used by the source. Counts are rounded only where the source presents rounded values, such as VET totals reported in millions. School-year, fiscal-year, calendar-year, and monthly year-to-date values are not converted into a single reference year. Percentages are source-reported or calculated by the source and may not sum exactly after rounding.

Methodological Safety Note

Indicators from different years, definitions, sectors, and source systems should not be merged into one performance judgment without a stated method. School enrolment, preschool participation, higher education enrolment, VET activity, finance values, and assessment results measure different parts of Australia’s education system.
