China’s national education statistical communiqués state that national totals do not include Hong Kong SAR, Macao SAR, or Taiwan Province.
Vocational definitions vary
Ministry school-communiqué vocational values and NBS secondary vocational values can differ because the NBS series includes skilled worker schools in the definition.
Ratios are descriptive
Student-teacher ratios describe staffing intensity under the source definition. They do not measure learning quality by themselves.
Finance indicators use separate units
World Bank / UIS and OECD finance indicators use international methods, GDP shares, or PPP dollars. They should not be merged with yuan budget figures without conversion and price-year rules.
Exams are not one national table
The gaokao is nationally coordinated, while many school-to-school transitions and senior secondary entry processes are handled by provincial or local authorities.

Method: National administrative indicators are shown in the source’s own units and source year. Student counts are rounded to the nearest display unit while table sort values preserve unrounded converted counts where practical. Percentages are shown as reported. International finance indicators use World Bank / UIS or OECD definitions and should not be read as school-year ministry statistics. Where Ministry of Education and National Bureau of Statistics vocational values differ, both values are labeled because coverage differs.
Education indicators from different years, definitions, sectors, and source systems should not be merged without a stated method. Enrollment, staffing, finance, exam, attainment, and institutional counts describe different parts of the system and should not be converted into performance judgments without a transparent method.
