Australia amended the minimum standards for registered higher education providers. The amendments add enforceable duties on preventing and responding to racism and introduce stronger governance requirements.

What Changed?

Providers must adopt community-specific definitions of racism, maintain suitable policies and complaints processes, give safety guidance, and meet revised governance provisions.

Old System vs New System

Before

Registered providers were subject to the previous threshold standards without the new express racism-response duties and the revised governance provisions.

After

Racism-related duties apply to all providers from 1 January 2027, while governance provisions apply from that date to Table A universities and from 1 July 2027 to other providers.
