New rules for organized rest programs for children and youth entered into force on 6 June 2026. The changes strengthen water-area safety duties, update participant health information, and allow some training lectures to be delivered online in real time.

What Changed?

Organizers and camp leaders must ensure bathing only during regulated hours or during daytime when no hours are set. Counselors must inform participants about water-area rules and bathing hours, and the participant qualification card was updated to collect more detailed health, diet, allergy, medication, and support-need information.

Old System vs New System

Before

The prior rules did not contain the same detailed water-safety and participant-information updates, and course delivery rules were narrower.

After

From 6 June 2026, holiday program organizers must follow the revised safety and documentation rules, while lectures for camp leader and counselor courses may be held online in real time; practical sessions remain in person.
