Compulsory EducationEducation is compulsory until age 18. One year of pre-primary preparation is compulsory for children aged 6, and the school obligation normally begins at age 7 in the 8-year primary school.
School StructureThe system includes pre-primary education, 8-year primary school, and post-primary education through 4-year general secondary schools, 5-year technical secondary schools, stage I and stage II sectoral vocational schools, and post-secondary schools.
Academic YearThe school year formally runs from 1 September to 31 August. Classes usually begin on the first working day of September and end around late June; winter break dates vary by voivodeship.
Main ExamsThe main national assessments are the eighth-grade examination at the end of primary school, the Matura secondary school-leaving examination, and vocational qualification examinations. Exams are coordinated nationally by the Central Examination Board and regional examination boards.
Higher EducationHigher education is supervised mainly by the Ministry of Science and Higher Education. Poland follows the Bologna three-cycle structure, with first-cycle, second-cycle, long-cycle master’s and doctoral education offered by public and non-public higher education institutions.
Vocational EducationVocational education is delivered through technical secondary schools, sectoral vocational schools, post-secondary schools and qualification-based vocational examinations. Technical pathways may combine general education, vocational training and access to the Matura route.
Digital EducationThe main national digital learning environment is the Integrated Educational Platform, which provides free curriculum-aligned e-materials for students and teachers. Digital competence, online resources and school technology access are important tracking areas.
GovernanceSchool education is centrally regulated through national legislation, curriculum rules and national examinations, while local government units play a major role in running public schools. Higher education institutions have academic autonomy, with state oversight, accreditation and quality assurance mechanisms.
International Student NotePoland is a European Higher Education Area country and attracts international students through Polish- and English-language higher education programmes. Recognition of foreign certificates, language requirements, tuition rules and visa or residence procedures should be checked through official government, university and NAWA channels.

Education System Statistics

Poland Education System Statistics

Governance and Responsibility Map

Poland combines national rules, local operation of many schools, regional pedagogical supervision, and separate higher education governance.

School education policy

The Ministry of National Education coordinates national school education policy, core curriculum rules, and school-system regulation.

Local school operation

Communes commonly administer pre-primary and primary schools; districts commonly administer post-primary schools and special schools.

Regional supervision

Regional education authorities in the voivodships provide pedagogical supervision within the national system.

External examinations

The Central Examination Board and regional examination boards organize the eighth-grader exam, Matura, and vocational examinations.

Higher education

The Ministry of Science and Higher Education is responsible for higher education and science policy. POL-on is the higher education information system.

National statistics

Statistics Poland publishes school, teacher, enrollment, higher education, and examination datasets used for national system monitoring.

Enrollment by Main School Segment

Administrative counts from Statistics Poland for the 2024/25 school year, with 2025/26 preliminary pre-primary and primary updates shown in the main table.

Primary schools: 3,213,121 pupils Post-primary schools for youth: 1,699,834 students Schools for adults: 103,731 students

The chart separates children and youth routes from adult-school enrollment. Values use source-defined school segments and are not a complete headcount of higher education.

Chart analysis
  • Primary schools formed the largest school segment in 2024/25, with more than 3.2 million pupils.
  • Post-primary schools for youth enrolled about 1.70 million students in 2024/25.
  • Schools for adults were a smaller administrative segment at 103,731 students.

Higher Education Student Trend

Statistics Poland counts students in higher education institutions as of 31 December in each academic year.

2015/16: 1.405M students 2019/20: 1.204M students 2025/26: 1.323M students

The higher education series is separate from school-system enrollment. It covers institutions recorded through the higher education reporting system.

Chart analysis
  • Student enrollment was reported at 1,405.1 thousand in 2015/16 and 1,204.0 thousand in 2019/20.
  • The 2025/26 count was 1,322.8 thousand, above the 2019/20 value but below the 2015/16 value.
  • The chart uses selected anchor years from Statistics Poland rather than every year in the series.

Education Finance Indicators

OECD indicators use equivalent USD converted with PPPs for per-student expenditure and GDP share for total education investment.

Primary to post-secondary non-tertiary: USD 8,927 per student Tertiary: USD 12,558 per student Primary to tertiary investment: 4.1% of GDP

Per-student values and GDP-share values use different units and should not be added together.

Chart analysis
  • OECD reports higher government expenditure per student at tertiary level than at primary to post-secondary non-tertiary levels.
  • The 4.1% of GDP indicator is a system-level finance ratio, not a per-student value.

National Education System Indicators

The table combines national administrative counts with OECD and EU indicators. Source year and unit columns should be used before any comparison.

Data Interpretation Notes

The notes define how the data should be read inside a country profile module.

School and higher education counts are separate

School-system enrollment covers pre-primary through post-secondary and adult school routes. Higher education students are counted in a separate academic-year system.

Preliminary and detailed releases can differ

Statistics Poland preliminary 2025/26 data provides newer counts for several areas, while the 2024/25 detailed release gives more segmented school-level values.

Gross rates can exceed 100%

Gross enrollment rates use total enrollment relative to an official age group. Over-age, under-age, repeat, and timing effects can push values above 100%.

Finance units differ from enrollment units

OECD finance values use equivalent USD PPP and GDP shares. They should be read as finance indicators, not as measures of student outcomes.

Assessment scales are not exam scores

TIMSS scale scores and national examination percentages use different designs, age groups, subjects, and reporting methods.

Governance has multiple layers

National ministries set rules and policy areas, local governments operate many schools, regional authorities supervise pedagogy, and higher education institutions manage admissions.

OECD finance indicators use 2022 finance data, equivalent USD PPP where stated, and OECD education-level definitions. EU indicators may be survey-based or harmonized statistical indicators. Rounded values may not sum exactly.

Methodological Safety Note

Indicators from different school years, academic years, fiscal years, survey years, education levels, and source systems should not be merged into rankings, totals, or performance judgments without a stated method and compatible definitions.
