What Changed?
South Africa moved from relying mainly on infrastructure norms and separate sanitation programmes to a national school-level WASH implementation guide. The guidance standardises how schools assess, improve and monitor WASH services, including use of the Three-Star Approach self-assessment checklist.
Old System vs New System
Schools were already subject to infrastructure norms and sanitation improvement work, including the SAFE programme, but there was not a single national practical guide for daily school WASH implementation and self-assessment.
Schools now have national implementation guidance covering practical WASH actions, learner dignity, menstrual health, data, accountability, maintenance and sustainability. The approach was piloted in 39 schools, and early-adopter provinces committed to wider rollout covering more than 500 schools.
