Governance and Responsibility

Portugal is mainly organised through national education authorities, with regional adaptation in the Autonomous Regions and local responsibilities in school operation.

National education policy

The Ministry of Education, Science and Innovation defines, coordinates, implements, and assesses national policy across pre-primary, basic, upper secondary, higher education, and out-of-school education.

Vocational and adult training

Vocational education and adult education are shared between the education ministry and the Ministry of Labour, Solidarity and Social Security.

Administrative counts

DGEEC enrollment, staff, and establishment values are administrative counts. They are not survey estimates and should be read by source year and education level.

School-year and finance-year separation

DGEEC values use the 2024/2025 school or academic year. OECD finance indicators use 2022 data published in Education at a Glance 2025.

Sector labels

Public and private categories follow DGEEC definitions. Some private institutions are government-dependent, especially in non-tertiary reporting.

Regional variation

National figures include Portugal-wide values, while the Azores and Madeira have regional education administration roles. National values may not describe every local delivery rule.

Higher education counting

Higher education establishment counts are not the same as legal university counts, campuses, courses, or providers. DGEEC’s reporting unit should be kept with the value.

Finance values

Finance indicators describe spending levels and funding shares. They should not be merged with outcomes as causal evidence without a stated method.
