Philippines Education System Changes & Policy Tracker
The Philippines operates a K to 12 basic education system with compulsory kindergarten, elementary, junior high school, and senior high school. Education policy is tracked through separate national agencies for basic education, higher education, and technical-vocational education. Important monitoring areas include school calendar reforms, senior high school policy, national assessments, curriculum implementation, TVET certification, and higher education regulation.
Country Education Profile
| Official Name | Republic of the Philippines |
|---|---|
| ISO Code | PH |
| Region | Asia |
| Subregion | Southeast Asia |
| Capital / Seat | Manila |
| Compulsory Education | Basic education is compulsory and covers kindergarten plus 12 years of schooling: elementary Grades 1-6, junior high school Grades 7-10, and senior high school Grades 11-12. |
| School Structure | The school system includes kindergarten, six years of elementary education, four years of junior high school, and two years of senior high school. Senior high school offers academic, technical-vocational-livelihood, sports, and arts/design pathways. |
| Academic Year | The basic education school year is set by annual Department of Education issuances. Starting School Year 2026-2027, DepEd introduced a three-term basic education calendar structure; exact opening, closing, break, and assessment dates should be checked through the latest DepEd orders. |
| Main Exams | Major assessments include the National Achievement Test, Early Language, Literacy and Numeracy Assessment, Philippine Educational Placement Test, and the Alternative Learning System Accreditation and Equivalency Test. University admission is generally handled by individual higher education institutions rather than a single national entrance examination. |
| Higher Education | Higher education is overseen by the Commission on Higher Education, which regulates public and private higher education institutions, degree programs, quality standards, and higher education policy. Public higher education includes state universities and colleges and local universities and colleges, while private institutions operate under CHED recognition and regulation. |
| Vocational Education | Technical and vocational education and training is overseen by the Technical Education and Skills Development Authority. TESDA manages training regulations, competency standards, assessment and certification, registered programs, accredited assessment centers, and online TVET programs. |
| Digital Education | Key digital education systems include the DepEd Learning Resource Portal, DepEd LMS, Learner Information System, Basic Education Information System, Project Bukas machine-readable datasets, and TESDA Online Program for technical-vocational learning. |
| Governance | Education governance is divided mainly among DepEd for basic education, CHED for higher education, and TESDA for technical-vocational education and training. The system is nationally regulated but implemented through regional and schools division offices, with regional differences especially relevant in the Bangsamoro Autonomous Region in Muslim Mindanao. |
| International Student Note | The Philippines is relevant for international students because English is widely used in higher education and many institutions offer programs for foreign learners. International applicants should verify CHED-recognized institutions, institutional admission rules, visa requirements, and professional licensure conditions where applicable. |

Philippines Education System Statistics
National education system module for the Philippines, covering basic education, higher education, TVET, literacy, selected enrollment indicators, finance references, governance, and transition routes. Source years differ because school-year, academic-year, fiscal-year, survey-year, and international indicator datasets are collected on separate calendars.
Education System Snapshot
Values use the latest source year available for each dataset. Administrative counts, survey rates, fiscal values, and international estimates should not be merged without a stated method.
Philippines Education Pathway
The basic education route follows the K to 12 structure. Ages are typical entry ages and may vary by learner record, school calendar, or program route.
Governance and Responsibility Map
Education governance is split across national agencies. Regional, division, school, and institutional roles operate inside the rules and reporting systems used by each authority.
Department of Education
DepEd manages basic education, including Kindergarten, elementary, junior high school, senior high school, Alternative Learning System, curriculum implementation, school operations, and basic education data systems.
Regional and school operations
DepEd field offices, schools divisions, and schools manage local implementation, learner records, school reporting, and calendar execution under national issuances.
Commission on Higher Education
CHED oversees higher education institutions, tertiary program data, institutional recognition, and higher education statistics.
Technical Education and Skills Development Authority
TESDA manages technical-vocational education and training data, provider records, assessment, certification, and training statistics.
Philippine Statistics Authority
PSA produces national survey indicators used in education analysis, including literacy results from the Functional Literacy, Education and Mass Media Survey.
International indicator systems
World Bank and UNESCO-linked indicators provide harmonized enrollment ratios that may use definitions different from administrative national counts.
Higher Education Enrollment by Institution Type
CHED first-semester enrollment by institution type, AY 2023–2024.
CHED reports these as first-semester AY 2023–2024 values based on HEI submissions consolidated as of 1 July 2025. These values are tertiary enrollment counts and are separate from K–12 enrollment.
Chart analysis
- Private HEIs account for 2,701,149 reported students in the CHED AY 2023–2024 first-semester dataset.
- State universities and colleges report 1,935,800 students in the same dataset.
- Local universities and colleges report 501,453 students, while other government schools report 2,007.
Literacy Indicators from PSA FLEMMS
Selected national literacy indicators from the 2024 Functional Literacy, Education and Mass Media Survey.
PSA literacy values are survey-based indicators. They are not administrative enrollment counts and should be interpreted using the age group shown by the source.
Data analysis
- The 2024 FLEMMS basic literacy rate is 90.0% for the population age 5 and older.
- The functional literacy rate is 70.8% for the population age 10–64.
- Female functional literacy is reported at 74.1%, and male functional literacy is reported at 67.6%.

Data Interpretation Notes
These notes describe how to read the indicators without merging unlike datasets.
Administrative counts
DepEd, CHED, and TESDA counts are administrative or provider-submitted values. They use the reporting periods and coverage rules stated by each agency.
Survey literacy values
PSA FLEMMS literacy values are survey-based and use stated age groups. They should not be treated as school enrollment counts.
Academic-year differences
CHED higher education enrollment is reported for the first semester of AY 2023–2024, while CHED institution counts are listed for AY 2024–2025.
Fiscal values
DBM finance values shown here are proposed FY 2024 allocations in Philippine pesos. They are budget figures, not per-student spending or outcome measures.
International ratios
World Bank / UIS gross enrollment ratios use harmonized definitions. These rates may not match national administrative totals one-to-one.
Sector separation
K–12, higher education, TVET, literacy, and finance indicators come from separate source systems. Sector labels should remain attached to the values.

Methodology: Values are reported in the units used by each source. Full counts are shown in table rows when chart values use the same data. Card values may be shortened for readability only when the full table row remains visible. School-year, academic-year, fiscal-year, survey-year, and calendar-year data are not merged into derived performance claims. Percentages, counts, and fiscal values are kept in separate indicator rows.
Do not merge indicators from different years, definitions, sectors, or source systems without a stated method. K–12 enrollment, higher education submissions, TVET statistics, literacy survey values, fiscal allocations, and international enrollment ratios use different reporting bases.
