Student Route Through the Norwegian System

The route uses typical ages and level names used in official English-language descriptions. Individual routes can vary through adult education, private schools, international schools, and vocational choices.

Data Interpretation Notes

The notes describe how the indicators should be read on a country profile page.

Enrollment counts are level-specific

Kindergarten children, primary and lower secondary pupils, upper secondary pupils, apprentices, trainees, and higher education students are counted through different administrative systems.

Completion is cohort-based

The upper secondary completion rate follows pupils who first started upper secondary education in a given autumn and measures completion after five or six years, depending on programme type.

Finance uses OECD units

OECD finance indicators use PPP-adjusted USD, GDP shares, and public funding shares. They should not be compared with enrollment values as direct evidence of outcomes.

Attainment is not enrollment

Educational attainment measures the highest completed education of residents aged 16 years and older. It is a population measure, not a current student count.

Assessment values are sample estimates

PISA values describe assessed 15-year-old students in 2022. They use score scales and sampling methods rather than administrative student registers.

Governance is shared by level

Counts are shown as source-reported headcounts unless the unit states otherwise. OECD finance values are shown in OECD units and source year 2022. SSB higher education values may reflect confidentiality rounding rules in 2025 tables; small differences across related SSB totals should not be reconciled without the original StatBank extraction method.

Methodological Safety Note

School-year, calendar-year, fiscal-year, survey-year, and OECD finance indicators should not be merged into one score or ranking without a stated method. Enrollment, attainment, staffing, finance, and assessment values use different definitions, sectors, and collection systems.
