Morocco Education System Changes & Policy Tracker
Morocco’s education system is undergoing long-term reform focused on access, preschool expansion, quality improvement, digital services, language and curriculum policy, and stronger links between education and employment. The country has a centralized national framework with important regional implementation through education academies. The baccalaureate remains the key national school-leaving and higher education transition credential.
Country Education Profile
| Official Name | Kingdom of Morocco |
|---|---|
| ISO Code | MA |
| Region | Africa |
| Subregion | Northern Africa |
| Capital / Seat | Rabat |
| Compulsory Education | Framework Law 51-17 defines school-age children as ages 4 to 16 and supports the generalization of compulsory schooling. Tracking should distinguish this reform target from the historically established basic education obligation, which centered on primary and lower secondary education. |
| School Structure | The system includes preschool, six years of primary education, three years of lower secondary education, and three years of upper secondary education leading to the baccalaureate. Post-secondary pathways include universities, specialized higher education institutions, BTS programs, and preparatory classes for grandes écoles. |
| Academic Year | The school year generally runs from September to June or July. The Ministry of National Education publishes annual calendars for holidays, certification exams, baccalaureate sessions, and remedial sessions. |
| Main Exams | Key assessments include certification exams at major school transition points and the national unified baccalaureate examination, which is the main upper secondary school-leaving credential and a major basis for higher education access. Morocco also uses specific selection procedures for BTS, CPGE, and regulated-access higher education programs. |
| Higher Education | Higher education is overseen by the Ministry of Higher Education, Scientific Research and Innovation. The system includes public universities, private institutions, specialized institutes, open-access university programs, regulated-access schools, and programs aligned with the Licence-Master-Doctorate framework. |
| Vocational Education | Vocational and technical education is provided through school-based technical tracks, BTS pathways, and the public vocational training network led by OFPPT. The system includes technician, specialized technician, qualification, specialization, and continuing training routes linked to labor-market needs. |
| Digital Education | National digital education services include Massar platforms for students, parents, and teachers, TelmidTice for learning resources, and e-Takwine platforms for teacher and staff training. Digital resources and school management systems are major reform and monitoring areas. |
| Governance | School education is centrally governed by the Ministry of National Education, Preschool and Sports, with implementation through regional education and training academies and provincial structures. Higher education is governed separately by the Ministry of Higher Education, Scientific Research and Innovation, while vocational training involves specialized public operators such as OFPPT. |
| International Student Note | International students and foreign qualification holders should monitor official higher education admission rules, scholarship notices, and degree equivalency procedures. Recognition of foreign credentials is handled through official ministry platforms and may depend on program type and institution. |

Morocco Education System Statistics
Morocco’s education system statistics combine ministry administrative data for school year 2024–2025, higher education data for academic year 2024–2025, UNESCO UIS education indicators, World Bank education finance series, and official exam releases. Source years differ because school, higher education, finance, assessment, and international indicator datasets use separate reporting calendars.
Education System Snapshot
Snapshot values use the latest source year listed on each card. School-level totals are administrative counts unless marked as modeled or derived.
Education System Pathway
The pathway follows the UNESCO UIS ISCED country profile and Moroccan ministry terminology. Ages are typical values for national-level reporting.
The compulsory span covers the red UIS profile band from age 6 to 15. Upper secondary and tertiary programme lengths vary by route.
Data analysis
- Primary and lower secondary form the nine-year compulsory phase in the UIS mapping.
- Upper secondary includes general and technical/vocational pathways before postsecondary or tertiary study.
- Professional diploma and short-cycle routes should not be added to university totals unless the source uses the same tertiary definition.
Governance and Responsibility Map
National ministries publish the main datasets, while regional academies and provincial services appear in exam and school administration processes.
School education
Ministry of National Education, Preschool and Sports supervises preschool, primary, collège, qualifying secondary education, school statistics, digital services, and national exam communications.
Regional delivery
Regional academies and provincial directorates support school administration, exam centers, and regional exam operations under ministry procedures.
Higher education
Ministry of Higher Education, Scientific Research and Innovation publishes university and higher education statistics, institutions, students, graduates, and staff data.
Exams and certification
MENPS manages certifying exam communications, including regional unified exams and the national unified baccalaureate session.
International indicators
UNESCO UIS supplies ISCED mapping, SDG 4 indicators, modeled completion rates, out-of-school indicators, and school facility indicators.
Education finance
World Bank WDI publishes education expenditure indicators sourced from UNESCO UIS, including government education expenditure as a share of GDP.
Primary to Upper Secondary Enrollment by Sector
Public and private school enrollment by Moroccan school cycle, school year 2024–2025.
The chart sums public and private rows from the MENPS 2024–2025 school statistics sheet. Preschool is reported separately because its sector categories differ.
Chart analysis
- Primary education accounts for 4,495,093 of the reported primary-to-upper-secondary enrollment.
- Public schools account for 84.4% of the primary-to-upper-secondary enrollment in the source rows.
- Private school enrollment is highest at the primary level, with 851,583 students.
National Education System Indicators
The table combines national school statistics, higher education statistics, UNESCO UIS indicators, World Bank finance data, and official exam releases. Derived rows are marked in the notes column.

Data Interpretation Notes
These notes define how the figures should be read inside a country education profile.
School-year and academic-year split
MENPS school figures use school year 2024–2025. MESRI higher education figures use academic year 2024–2025, while graduate counts in the same publication are reported for 2023–2024.
Administrative and modeled indicators
Enrollment, teachers, classes, and rooms are administrative counts. UIS completion rates shown here are modeled data and should not be treated as ministry headcounts.
Sector coverage
The MENPS pocket statistics sheet lists public school establishments but does not provide a private school institution count in the two-page summary used here.
Finance units
Finance rows use percentages of GDP or government expenditure. They are not local-currency budget amounts and should not be merged with enrollment totals.
National and regional roles
National ministries publish core data. Regional academies and provincial commissions appear in exam administration and school delivery processes.
Performance judgment limit
Descriptive indicators show structure, access, resources, and source coverage. They do not by themselves rank quality or explain outcomes.

Government expenditure on education, total (% of GDP) supports the GDP-share finance indicator, sourced from UNESCO UIS through World Bank WDI.
MENPS baccalaureate release
National unified baccalaureate 2026 release supports candidate counts, centers, rooms, supervisors, correctors, and session dates.
MENPS collège exam release
Regional unified collège exam release supports the lower secondary certification row.
Derived totals were calculated by summing source rows that share the same level, sector, and reporting year. Ratios are rounded to one decimal. Percentages are rounded to one decimal unless the source displays another precision. Modeled UIS indicators remain labeled as modeled. School-year, academic-year, calendar-year, and generated-profile data are not treated as one time series.
Indicators from different years, definitions, sectors, and source systems should not be merged without a stated method. School counts, university counts, fiscal indicators, modeled completion rates, and exam candidate counts describe different parts of the education system.
