Thailand Education System Changes & Policy Tracker
Thailand has a national education system built around compulsory primary and lower secondary education, with upper secondary pathways split between general academic and vocational options. The country operates national testing and university admission systems, while higher education is governed separately through a dedicated higher education ministry. Key monitoring areas include curriculum implementation, school calendar updates, assessment policy, vocational reform, digital learning platforms and higher education admission rules.
Country Education Profile
| Official Name | Kingdom of Thailand |
|---|---|
| ISO Code | TH |
| Region | Asia |
| Subregion | South-eastern Asia |
| Capital / Seat | Bangkok |
| Compulsory Education | Compulsory education lasts 9 years, covering primary education and lower secondary education, generally from Grade 1 to Grade 9 and approximately ages 6 to 15. Thailand also provides a broader free basic education framework that includes early childhood and upper secondary levels. |
| School Structure | The school system includes early childhood education, six years of primary education known as Prathom 1-6, three years of lower secondary education known as Matthayom 1-3, and three years of upper secondary education known as Matthayom 4-6. Upper secondary education is divided into general academic and vocational pathways. |
| Academic Year | Public schools generally follow a two-semester academic year, with the first semester usually starting in May and ending around September or October, and the second semester running from around late October or November to February or March. Private and international schools may follow different calendars. |
| Main Exams | Major assessment and admission systems include O-NET for Grades 6, 9 and 12, and other NIETS examinations such as V-NET, N-NET, I-NET and B-NET for specific education tracks. University admission is managed through the Thai University Central Admission System, commonly known as TCAS, using instruments such as TGAT, TPAT and A-Level examinations. |
| Higher Education | Higher education is overseen mainly by the Ministry of Higher Education, Science, Research and Innovation. The system includes public universities, autonomous universities, Rajabhat universities, Rajamangala universities of technology, private higher education institutions, and specialized institutions. |
| Vocational Education | Vocational and technical education is offered mainly at upper secondary and post-secondary levels through vocational certificate and diploma pathways. Programs are designed to prepare students for employment, technical occupations, and progression into higher vocational or higher education programs. |
| Digital Education | Thailand uses national and agency-level digital learning systems including the Digital Education Excellence Platform, OBEC Content Center, and distance learning services such as DLTV. Digital education policy focuses on online learning access, teacher development, digital content, and support for schools in remote or underserved areas. |
| Governance | Education governance is centralized in national policy but delivered through multiple agencies. The Ministry of Education oversees basic education, private education and vocational education, while higher education is primarily under the Ministry of Higher Education, Science, Research and Innovation. Local authorities, education service areas, public institutions, private providers and specialized agencies also play roles in implementation. |
| International Student Note | Thailand is relevant for international students through English-medium, international, private, and higher education programs, especially in Bangkok and major regional cities. Students seeking entry to Thai universities may need to follow institutional admission rules, TCAS-related procedures where applicable, and qualification equivalency requirements. |

Thailand Education System Statistics
National education data for Thailand covering school structure, enrollment, institutions, teachers, exams, upper-secondary routes, higher education, vocational education, international private schools, and finance. Values use Ministry of Education administrative statistics, budget tables, NIETS assessment data, OECD PISA data, and official legal sources. Source years differ by collection cycle.
Education System Snapshot
Snapshot values use the latest source year available for each indicator. Academic-year and fiscal-year values are not the same reporting period.
Thailand Education Pathway
The pathway follows the formal education route defined in Thai education law and MOE statistics. Ages are typical and may differ from administrative enrollment counts.
Gross enrollment measures can exceed 100% because students outside the standard age group may be counted in the enrolled population for a level.
Governance and Responsibility
Thailand uses national education policy and administrative statistics, while schools are operated by several ministries, local administrations, private providers, and higher education authorities.
Ministry of Education
Main national authority for education policy, administrative statistics, basic education, private education, vocational education, and lifelong learning agencies.
Office of the Permanent Secretary
Publishes national education statistics through the Bureau of Information and Communication Technology and coordinates multi-agency data collection.
Office of the Basic Education Commission
Administers a large share of public basic education schools, including general, special education, and welfare education institutions.
Office of the Private Education Commission
Oversees private school provision, including general private schools and international schools counted in MOE statistics.
Office of the Vocational Education Commission
Administers public vocational institutions and programs at vocational certificate and diploma levels.
Higher Education Ministry
The Ministry of Higher Education, Science, Research and Innovation covers higher education institutions and related tertiary data systems.
NIETS
The National Institute of Educational Testing Service manages O-NET and related national testing functions.
Local and other providers
Bangkok Metropolitan Administration, Pattaya City, local administrations, and other ministries operate schools included in whole-Kingdom statistics.
Enrollment by Level and School-System Type
Formal and non-formal enrollment by source-defined education level, academic year 2024.
Higher education is reported as a formal-system category in Table C. A non-formal higher education bar is not shown because the source table does not report that category.
Chart analysis
- Elementary education has the largest formal enrollment in this set, with 4,437,564 students.
- Upper secondary education includes 2,012,775 formal students and 888,434 non-formal students.
- Pre-elementary education includes 1,474,329 formal students and 715,605 non-formal students.

Education Budget by Economic Category
Fiscal year 2025 education budget split into current and capital expenditure.
Budget values are fiscal-year figures in nominal million baht. Finance values should not be compared with learning indicators as evidence of direct effect.
Chart analysis
- Current expenditure represented 91.2% of the fiscal year 2025 education budget.
- Capital expenditure represented 8.8% of the same budget category.
- The total in this table is reported as 477,391.7 million baht, while Table 21 rounds the education budget as 477,391.8 million baht.

Data Interpretation Notes
These notes explain how to read source years, coverage, and units before comparing indicators.
Academic-year and fiscal-year values differ
Enrollment, institutions, teachers, and many transition values use academic-year data. Finance values use fiscal-year budget reporting.
Administrative totals can use different scopes
MOE Table C and Table 1 both report student totals, but they organize records by different source tables and coverage rules.
Gross rates are not net rates
Gross enrollment values compare enrolled students with a school-age population group and can exceed 100% when age or cohort timing differs.
Provider systems are mixed
National totals include MOE agencies, higher education authorities, private providers, local administrations, and other public organizations.
Assessment scores are separate indicators
O-NET and PISA values are assessment indicators. They should be read with grade, age, subject, and assessment-year labels.
Budget figures are descriptive
Budget shares and expenditure categories describe funding allocation. They should not be merged with outcomes without a stated method.

Methodology: administrative education values are reported as source-defined counts for the whole Kingdom unless a provider or sector is named. Finance data is reported in fiscal-year nominal million baht. Assessment indicators use the stated assessment year or academic year. Rounded cards may shorten large numbers for display, while tables retain source units. Source-year differences are kept visible because academic-year, fiscal-year, calendar-year, survey-year, and assessment-year data are collected on separate cycles.
Education indicators in this module should not be merged into a single score without a stated method. School-year, academic-year, fiscal-year, calendar-year, survey-year, sector coverage, and provider definitions differ across sources.
