Source-year differences
Administrative enrolment values use 2024 source data, institution counts use 2024/25, digital indicators use 2023 or 2023/24, and several UIS indicators use 2019, 2021, 2023, or 2024.
Administrative and UIS definitions
HSE administrative totals and World Bank / UIS indicators use different reporting systems. Gross enrolment ratios should not be summed with administrative counts.
Federal and regional variation
The system uses national standards and federal authorities, while regions and institutions carry out many operational functions. National indicators do not describe every local rule.
Finance interpretation
Finance values are reported in source units such as roubles, percent of GDP, or thousand roubles per student. They should not be merged with assessment indicators as outcome evidence.
