Source years differ because school administration, budget, higher education, and assessment datasets are collected on separate calendars.

Data Interpretation Notes
The notes below explain how to read Malaysia’s education indicators without mixing incompatible source systems.
School data and higher education data are separate
MOE 2025 school counts and DOSM / MOHE 2023 higher education counts use different source systems. They should not be added into one total unless the coverage and overlap are checked.
Participation rates use MOE definitions
Participation rates are based on MOE’s level categories and population groups. The post-secondary and tertiary participation rate in the MOE table is not the same as a national tertiary gross enrollment ratio.
Budget values are nominal allocations
MOE budget rows show nominal allocation values in Ringgit Malaysia for each budget year. They are not per-student spending values and should not be compared with assessment results as outcome evidence.
PISA is sample-based
PISA scores describe sampled 15-year-old students in an international assessment. They are not administrative completion, graduation or national exam results.

School-year, calendar-year, budget-year and assessment-year values should not be merged across sectors, source systems or definitions without a stated method. Administrative counts, budget allocations and sampled assessment results describe different measurement units.
