Finland Education Pathway

The pathway shows the usual national route. Adult, language, special support, and institution-specific routes may use different timing.

Early childhood education and care
Ages 0–5
Municipalities arrange early childhood education and care for children under school age. Client fees may apply before the compulsory pre-primary year.
Pre-primary education
Usually age 6
A one-year compulsory stage before basic education. OKM states a minimum of 700 hours per year.
Primary and lower secondary education
Grades 1–9
A single basic education route for the whole age group. Schooling normally begins in the year a child turns seven.
General upper secondary education
Usually ages 16–19
Study-unit based education with no fixed year classes. The usual completion time is three years, with a 2–4 year range.
Vocational education and training
Upper secondary and adult route
Students work toward initial, further, or specialist vocational qualifications. Adult participation is included in VET statistics.
Higher education
Universities and UAS
Universities provide research-based higher education. Universities of applied sciences provide professional higher education and applied RDI.

Exams and Transitions

Finland does not use a single national exam at the end of basic education. The matriculation examination is the national school-leaving exam for the general upper secondary route.

Source years are not identical

Student counts, provider-register values, finance data, assessment scores, and higher education indicators use different reporting years. The year label next to each value should remain visible.

VET counts include adults

Vocational education and training values include initial, further, and specialist vocational routes. They are not the same as a single youth upper secondary cohort.

Municipal variation is not ranked

Finland has national steering and municipal provision. National totals do not describe every municipality, provider, school, or programme.

Assessment values are separate

PISA scores are survey-based international assessment indicators. They should not be merged with school funding or enrollment values as causal evidence.

Higher education uses a dual model

Universities and universities of applied sciences are separate sectors. Their student counts, degrees, and missions should be reported separately.

Finance values need unit labels

Finance values are reported as euro totals, share of GDP, or share of public expenditure. These units should not be mixed without a stated method.
