Egypt Education System Changes & Policy Tracker
Egypt has one of the largest pre-university education systems in the Middle East and North Africa. The system combines centrally regulated public schooling with private, international and Al-Azhar providers, while higher education is managed through national ministry and university council structures. Key monitoring areas include secondary examination reform, technical education expansion, school calendar decisions, digital learning platforms and higher education admissions.

| Compulsory Education | The 2014 Constitution states that education is compulsory and free from the primary stage until completion of secondary education or its equivalent. In the general school ladder, primary education normally begins around age 6 and secondary education ends around age 17. |
| School Structure | Pre-university education includes two years of kindergarten, six years of primary education, three years of preparatory education, and secondary education. Secondary pathways include general secondary, technical secondary, some five-year technical schools, vocational education, Al-Azhar institutes, private schools and international schools. |
| Academic Year | The school year usually begins in September and runs into May or June, with detailed calendars set annually by the Ministry of Education and Technical Education. Higher education institutions generally follow a two-semester academic year beginning in September. |
| Main Exams | Key assessment points include the basic education certificate at the end of preparatory education, the General Secondary Education Certificate known as Thanaweya Amma, technical diploma examinations, Al-Azhar equivalent examinations, and university placement through the national coordination system. |
| Higher Education | Higher education is overseen by the Ministry of Higher Education and Scientific Research, with the Supreme Council of Universities playing a central role in university coordination, degree equivalence and policy frameworks. The system includes public universities, private universities, national universities, technological universities, institutes and institutions operating under special or international arrangements. |
| Vocational Education | Technical and vocational education is part of the Ministry of Education and Technical Education system and includes industrial, commercial, agricultural, hotel and applied technology school pathways. Technical secondary programs may be three or five years depending on the program type. |
| Digital Education | Egypt uses several national digital learning services, including the Ministry's e-learning portal, Hesas, streaming services, the technical education portal and the Study Platform linked to the Egyptian Knowledge Bank. Higher education also uses digital services and e-learning platforms under higher education authorities. |
| Governance | Education governance is centralized at the national level, with the Ministry of Education and Technical Education responsible for pre-university policy, curricula, school regulation and examinations. Implementation is managed through governorate directorates, educational departments and schools. Al-Azhar operates a parallel pre-university religious education system, while higher education is governed by the Ministry of Higher Education and Scientific Research and the Supreme Council of Universities. |
| International Student Note | Egypt is a major regional destination for Arabic-medium, English-medium and professional higher education. International students should track Ministry of Higher Education admission rules, Study in Egypt procedures, university recognition, degree equivalence and visa or documentation requirements. |

Egypt Education System Statistics
This module summarizes Egypt’s national school route, ministry governance, enrollment, teachers, school counts, exams, higher education, and selected UIS indicators. Values use CAPMAS administrative releases, Ministry of Education and Technical Education material, UIS country data, Ministry of Higher Education information, and Supreme Council of Universities responsibility notes; source years differ across school-year, academic-year, fiscal-year, and modeled datasets.
Education System Snapshot
Cards report source-labeled values. CAPMAS school values cover pre-university education affiliated with the Ministry of Education and Technical Education and Al-Azhar where stated.
Egypt School Pathway and Typical Ages
The route follows the Ministry of Education and Technical Education structure for pre-university education. Private and Al-Azhar routes are included only where source material identifies them.
Governance and Responsibility Map
Egypt uses national regulation with governorate and local administration for many school operations. Al-Azhar education is a parallel public route in the official data.
Ministry of Education and Technical Education
Responsible for pre-university education, school regulation, curriculum delivery, school schedules, examination procedures, technical education, and supervision of private school models.
Governorate education directorates
Operate at governorate level. Ministry source material states that Grade 9 final exams and minimum scores for general secondary placement vary by governorate and year.
Regional education departments and schools
Manage local administration and school-level implementation under ministry and directorate rules. Schools apply schedules and curricula set through official procedures.
Al-Azhar Institutes Sector
Manages the Azhari route through Al-Azhar institutes. CAPMAS reports Al-Azhar pupils and institutes beside general education in pre-university data.
CAPMAS
Publishes annual statistical bulletins on pre-university education and higher education students, faculty members, schools, classes, teachers, and institution types.
Ministry of Higher Education and Scientific Research
Oversees postsecondary education policy and planning. Higher education institutions are reported by CAPMAS and admission rules are connected with national higher education authorities.
Supreme Council of Universities
Lists responsibilities for organizing university admissions, determining student numbers, coordinating university matters, and equating academic degrees.
UNESCO Institute for Statistics
Provides ISCED-aligned education structure, school-age populations, completion indicators, out-of-school indicators, school service indicators, and teacher qualification indicators.
Pre-University Enrollment by Stage
CAPMAS academic year 2023/2024 values by reported stage, in millions of pupils.
The chart uses visible CAPMAS stage totals. Values are rounded as reported by the source, so summed chart values may not equal the total pre-university figure exactly.
Chart analysis
- Primary education is the largest reported stage with 15.2 million pupils.
- Preparatory education is the second-largest stage with 6.7 million pupils.
- Technical secondary education is reported separately from general secondary education.
- Community education, special education, and Al Qaraat are small in national counts but remain visible in CAPMAS reporting.
Higher Education Enrollment by Institution Type
CAPMAS academic year 2023/2024 values by institution group, in thousands of students.
The chart separates universities, institutes, academies, and technical institute groups because CAPMAS reports them as distinct higher education categories.
Chart analysis
- Public and Al-Azhar universities enrolled 2.4 million students, equal to 62.9% of higher education students.
- Private higher institutes enrolled 775.7 thousand students, equal to 20.6% of the higher education total.
- Technological universities remained a small category by enrollment, with 20.9 thousand students.

Data Interpretation Notes
The notes below describe how to read mixed school, higher education, finance, and UIS rows without merging incompatible definitions.
School-year and academic-year values
CAPMAS school and higher education values use academic-year reporting. These values should not be treated as calendar-year population counts.
General education and Al-Azhar
CAPMAS reports general education and Al-Azhar in several stage totals. Some rows separate schools from Azhar institutes; the notes identify those cases.
Modeled and administrative indicators
UIS completion rates labeled as modeled are not the same measurement type as administrative school counts or CAPMAS enrollment values.
Derived ratios
Pupils-per-teacher ratios in this module are calculated from rounded CAPMAS release values. They are not official FTE teacher ratios unless the source labels them that way.
Finance rows
The fiscal-year education allocation row is a budget reference. It should not be compared with completion or exam indicators as causal evidence.
Regional variation
MOETE source material states that Grade 9 final exams and thresholds for general secondary placement vary by governorate and may vary by year.
