Canada has no federal education ministry. Provincial and territorial governments set most rules for schooling, curriculum, assessment, finance, and credential authority.

National totals hide jurisdiction rules
Canada’s national indicators combine 13 education systems. Grade spans, diploma requirements, compulsory attendance ages, calendars, and transition rules differ across jurisdictions.
School and postsecondary data use different periods
Elementary-secondary values use school-year reporting. Postsecondary enrollment uses academic-year reporting. Public finance may use school-year or fiscal-style source periods.
Finance values have different units
Statistics Canada school finance values are Canadian-dollar administrative values. OECD finance indicators use internationally comparable definitions and USD-based measures.
PISA is sample-based
PISA 2022 describes 15-year-old students through an international assessment sample. It is not a graduation rate, school inspection score, or province-level accountability measure.
Rounding affects totals
Statistics Canada notes that school enrollment values are randomly rounded. Jurisdiction values may not add exactly to the Canada total.
Attainment is survey-based
Adult educational attainment values come from Labour Force Survey annual averages. They are not the same as administrative enrollment counts.
